This responsibility to the people mist be understood clearly by 211 members. No member of the War Council oan elect or select hizm self or herself to a position such as the head of a government or people's council; the War Council is totally an alliance of war against the sommon enemy. The people themselves shall have and hold the only right to select ond siect their governments and government heads of 8 Be It is not the policy of the War Council to rip off leadership or membership from other organizations. Rather, it is the policy of the War Gounoil to aid and support the development and education of leader- ship to fulfill its responsibility to the people, and to allow the colleotive intelligence, capabilities and resourcefullness of the leadership from different organ- tigations and groups to flourish and grow together. In this way, collective strengths can overcome indivi- Gual weaknesses for the mutual benefit of all in the common struggle to liquidate the common enegy. It ie the policy of the War Council not to involve 4tself in the internal political affairs or disagree- ments within different organizations or groups. With this in mind, the War Counoil recognizes and accepts membership on the Council of the representatives of any military/politioal unit, cell, group or organisation thet qualifies. These members shall be recognised as the true representatives of that partioular group or organization regardless of whether these members are the elected leadership of that group or organization. For it is the collective policy of the War Council that the failure of the elected leadership to take hia or her revolutionary responsibility on the War Council ehall be totally the responsibility of that elected leader and not the responsibility of the War Council. Once the War Council collectively agrees to a plan of action or strategy, then the resulting actions ty individual cells shall be understood as actions of the Bymbionese Liberation Army and not of any single group or organization.
