All members of the War Counci] must under~ stand clearly that once their forces have fully committed themselves to open and total warfare against the common eneny, their total cooperation in the supplying ef mili- tary equipment, materials, finances and personnel is of primary importance. All members of the Synbicnese War Counoil must clearly understand that our sommitment is my uncompromisable, and our goal is the total freedom of the people and child- ren and the hese ehoge totally of the common enemy. There~ fore, it is held that any restraining of supplies or other war materials by any officer or other member of the War Council for reactionary political reasons or political ohess games with the enemy, that such actions endangers the lives of the women and men of the Bymbionese Liberation Army, shall be held as a full and total violation of this alliance pact and shall be considered a compromise with the enemy and a betrayal of the freedom and life of the people and obildren and therefore shall be punishable by death.
