He says the Congress resents such drafts. But he knows perfeotly well that the Executive branch of the government, when it is genuinely interested in legislation does prepare drafts as a working bese for the Congress. Shidre has heen quite a furor in the South over the so-called Civil Righte program, but Senator KMeGrath has been doing a pretty good job of setting things straight with the southern reactionaries. He has explained thet the alarm which these southerners felt over the progren to help abolish discrimination and segregation is unfounded. The southern senators and governors were worried. They thought the proposal-to create 6 speoial civil rights division in the Justice Department would mean that federal officers would be sent into the south to actually, protect the civil rights of the poorer white people and the Negro citizens. But Senator MeGrath, in his conference with the southern governors, assured them that the President meant no such things For example, the Democratic chairman seid: “Stories have gone out that it was the intention to send out posses of officers to pick out instances where people were denied the right to vote, Very definitely that is farthest from the President's mind.” Apparently we only want to supervise elections thousands of : miles from homee The stories which appeared i-. southern papers - and very few northern papers ~ after thet memorable conference between ur. wieGrath and the southern governors - reported thet the Democratic chairmar. suid the primery intention was to curb “industrial hoodlumism" and not +o interfere in the south.
