-Brussels, and one from Vienna, and ten Ordinary Reports fran varicus
countries represented on the Commission, The expenses of the Commission,
which are stated to be small, are taken care of by contributions from
the countries represented, on the basis of one Swiss frane (about 25
cents} for every ten thousand inhabitants of the country represented.
A memorandum to you from the Director, under date of
September £6, 1932, records a telephone call which the Director re-
ceived from hr. Barron Collier at New York, inviting the Director to
attend the annual meeting of the Commission to be held in Rome, Italy,
October 15 to 20, 1932, which the Director declined.
On January 3, 1929, the Bureau received through the Attorney %
Gensral, notice of the annual convention which was held at Berne,
Switzerland, during September, 1928,
I have studied the progrem of this particular meting,
{which is set out in deteil, and it impresses me that the discussions
and activities of the Commission deal almost entirely with the technical
and scientifie phases of crime detection. Severel foreign publications
dealing with these subjects are set out in the progra,
it is my idea, after a review of the entire file, tnat the
organization, while probably not very practical in its activities,
nevertheless is a good one, and that it might be worth the while of
the Director to attend the Copenhagen, Denmark meeting in person.
_ In this connection, I suggest that the Director might desire
to communicate directly with lir. Barron Collier at New York for more
Getailed information concerning the Commission, since Mr. Collier's
recently orcanized organization, known as the International Worlé
Police, 15 apparently the american representative. of the International
Criminal Police Commission,
