Memorandum to Mr. Nichols March 3, 1945
The bill read as follows: "Be tt enacted by the Senate
_ and the House of Representatives of the United States of America
in Congress assenbled, that the Attorney General is hereby authorized
to accept and maintain, on behalf of the United States, membership
tn the International Criminal Police Commission and to ineur the
necessary expenses therefor not to exceed fifteen hundred dollars
per annum, *
INVITATION TO ATTEND 1938 MEETING
Under date of uly 8, 1938, the Director received an invi-
tation to attend the Songress.of the International Criminel Folbce
Comaission at Bucharest, Rumania, beginning on June 7th of the same
year, The Director erpressed his recrets at being unable to attend.
A stmilar invitetion was received from Ir. Cskar“Bressler, the
Secretary General, and a similar response was given,
PASSAGE OF THE ACT PROVIDING FOR MEMBERSHIP
The statute authorizing membership in the Commission was
approved on June 10, 1928. Cn the preceding day Judge Holtzoff
stated that aithough the money had been authorized it coule not be
spent at that tine. The Department immediately contacted the Bureau
of the Budget regarding putting the item in the Deficiency Bill so
that the money could be spent as soon as needed,
Under cate of December @4, 1928, Dr. Dressler wrote the
Director concerning posstble participation in the Commission, The
Lirector advised under date of January 17, 1939, that the Bureau
then had appropriate legislative outherity but that, unfortunately, .
funds for this specific purpose never kad deen made available, The
belief was expressed that the funds wouldsbe available on or cbout
July 1, 1939.
Under date of January 25, 1939, Dr. Dressler connunicated
with the Bureau concerning the FBI's contribution toward the
financial upkeep of the Commisston. He pointed out that since
Germany, the largest country in the Commission, has about 80, 000, 000
people and pays about 7,000 RM, all the‘ other members of the Commnis-
ston would ve glad if the contribution of the United States would be
a maximum of g2s500.
rhe Director wrote Dr. Pressler on February 23, and pointed
out that when Inspector Lester was in London in 1937 he was aduised
that it would be satisfactory if the United States paid $1500 for
tts membership. The Director expressed doubt that it would be pos-.
sible under the enabling appropriation to pay more than #1500,
