Memorandum for Hr. Nichols April 3, 1945
+ Dr. Pressier replied on March 25, 1939, and potnted out
that the. International Criminal Police Commission was not a banking
house and that he felt it would be satisfactory for the United States
to pay $1500. He stated that the organization greatly needed money
to cover expenses and that the United States! cooperation was
_urgentiy needed,
On April 19, 1939, Dr. Dressler wrote the Bureau inquiring
whether our contribution could be remitted prior to the meeting in
Beriin in the late summer of that year. On June 1, the Director
replied that he felt itt would we possibie to send the contribution
after July 1, 1939, when the fiscal year 1940 began.

ACTIVITIES OF COMMISSION SINCE SUMMER 1939
On May l@&, 1939, Pr. Dressler wrote the Director. expressing
‘the hope that he could see him at the meeting of the Commission to
be held later in the year, The Directer replied on June 19, stating
that because of the pressure of offictal matters in Washington he
would be unable td attend. There were severai other communications
each way during the summer concerning this same matter anc on
August 16, 1939, the Director advised Or. Lressler that he had
earefully gohe over his commitments again and still found he would
be unable to attend the annual conference in Berlin from August 29
to September 7, 1939, The Director further pointed out that he had
hoped it would be possible to furnish the contribution of the United
States after July 1, but that conditions of the Bureau's appropria-
tion would not permit this. “The hope was expressed, however, that
tn another year the appropriation would be in such a condition that
_we could participate actively in the affairs of the Commission,
It might be noted that during the summer of 1939 the
Bureau recetved, through the State Department, a formal invitatton
on behalf of the German Government to participate in the fifteenth
conference of the Commission at Berlin, August 29 to September 7,
The Attorney General -communicated with the State Department and
expreased the belief that the invttation should be declined and that
no American representative should be designated to go to Berlin.
Under date of August 24, 1940,: the Bureau received a com-
, munication from the Chief of the’ German Securtty Folice in which the
latter indicated that he accepted the office of President of the
International Criminal Police Commission in Berlin.
Dr. Dressler, Secretary General of the International
Criminal Police Commission, advised on September 0, 1939, that the
fifteenth meeting of the organization which was to have been held.
-August 29 to September 7, 1939, had been postponed until a ater
