June 3, 1946. He indicated that invitations were being sent to various countries -
via diplomatic channels and he expressed the opinion that the Bureau had probably.

accepted invitations as of May 6, and it was expec that most of the remaining |
countries would also participate. Colonel Louwage \indicated that he intended to
nominate to the convention as the new president Mra -“Nelbaven, Norwegian Chief of -
Police. The latter is the only vice president of the old ICPC who is still -.— -
connected with police work. With regard to Russia \he explained that this country
had never been a member of the Commission and that jshe-Had been refused membership
