William M. Whelan acted for the Director as Liaison representativ
of the ICPC at the United Nations Conference on Non-Governmental
Organizations held in New York on Jamuary 21, 22, 2950.

The New York office has pointed out that completa active.

their respective organizations. They attend these ag observers. ‘his
sort of activity is apparently promoted by the United Nationa itself and
a UN staff member is assigned to assist the representatives of Non~
Governmontal organizations in every way possible.
In e letter from the New York office, the Bureau has been
advised that Mr, Whelan does not intent to carry on such active liaison
but will as in the past continue to limit his liaison activities to the
apecific request of the IcPC or a specific request from the United Nations
Organization for the transmittal of information to the ICPC.
ACTION
It 4s recommended that we continue to serve as in the past in
helping the ICPC with their relations with the United Nations only upon
2 ,the specific request of the LCrc or.from the UN Organization. In the
absence of a positive request from the ICPC, there appears to bea no .
~ | reason why Mr. welan should engage in such active liaison arrangements
of ) as are apperently undertaken by other Misigon representatives with the
United Nations. If the ICPC desires more active liaison with the United
