Yhelon, instead of ASAC Alan H. Belmont, attended the Conference of None Governmontal Organizations held om January 21-22, 1950, as liaise represen=- tative of the ICPC. Bulet of 1/11/50 was in reference to this matters ASAC Whelen has prepared and there is attached hereto. a report on this conference which report has been prepared in blind memorandum form in ,..) / order to facilitate the Bureau in transmitting report on me conference. Many of the international organizations having consultative status with the Econamic and Social Council, similar to the status held by ICPC, have full- timo representatives at UN. Their activities consist of reviewing the daily evenda of activities bofore the various Couoils, Commissicns, and subcammis~e sions to determine whether or not any of then are discussing matters which would be of interest to such international organizations, and attending the meetings where such matters are discuased, as observers, The United Nations jteelf even promotes this sort of activity. There is me officer at United Nations with a small staff, whose primary job it is to assist representatives of non-governmental organizations having cmsultative status with UN in every way possible. Certain chairs are reserved at each of the public hearings of the various UN bodies for the representatives of these non-governmental or- genizations. Thia office has not attempted to carry on such an active Lisisen and will not do so. We have, in the past, and will omtinue to limit our ‘ liaison activity to specific requests from ICPC or specific requests from a UN body for us to transmit oertsain information to the international heade quarters of ICPC, This matter is brought to the attention of the Bureau in order that the Bureau and the international hoadquarters of ICPC may have a clear understanding of exactly what our liaiam activities do causist.
