Government regarded these subjects as political refugee and not criminals,. the ICPC could de nothing but tissue the wanted notices. Ducleuz and Wepote stated that they feared that some criticism would be leveled at the Commission by the Crechs at the then pending annual assenbly if they did not comply with the request to tissue the notices. In this connection it ia of interest to note further that there were no Czechoslovakian delegates present at the aubseguent annual assembly. ’ When West interviewed Duclour on July 28, 1950, Duclouxz mentioned in connection with the tssuance of these notices that the Commission liked to feel that it te a “factor of equilibrium between East and Fest.” He pointed out that the Commission had been satisfied to see thct Yugoslavia had sent dedegates to the June assembly of the ICPC. He stated that the Commission was desirous of "fostering greater understanding" among al] iow enforcement agencies and if the ICPC had refused te issue the wanted notices, the Commisston, by tta refusal, would have been guilty of polittecal activities in censoring wanted notices by various member agencies. Ducleuzr further aid that if the Commission had refused to tssue the otices, the Czechoslevakians would have caused trouble for the Commission anc the upshot of the affair probably would have been termination of membership by Czechoslovakia nd the other Russian satellite countries; Bulgaria, ffungary, and Foland. Mr. Wepote expressed the epinion iat the Czechoslovakian police requested the tssuance of these notices for the sole purpose of embarrassing the Commission. According to Duclouz, thie was a difficult decision for the Comnission to make and criticism on their action by one Gevernment or another seemed inevitable. Duclour did not mention having consulted any “American authorities" prior te the tasuance of these notices as indicated by Louwage. he tesuance of these notices was Gt ttf not the letter of the Statutes of th a 9 a eh o bed
