recetved the Directer’s appreval before recommending
the appointment of Manning and Goddard, tt will be
recalled that during the session of the assembly on
June 19th, the firat day of the meetings, Sederman
approached Vest and brusquely inforned that it was the
intention eof the Commiasion to name Goddard and Manning
as technical counselors. Soderman requested West te
cable the Director advising him of the Connission's
contemplated action. West told Soderman that if the
Commission intended to do this, the Bureau would not step
tt and he questioned the need for sending a cable merely
to present the Bureau with an accomplished fact. Sodermar
tnsisted, however, that the cable be sent so that the
Director would be advised of the Commission's intention
prior te its formal action on Fednesday, June 21. He
asked that if tke Director had any objection to the
Comniaston's proposed action that he (Soderman) be
advised prior to Fednesday. West told Soderman that
he would send a cable, but that the matter was being
brought to the attention of the Bureau entirely toe
late for appropriate action. Mo further “answer*® was
gtven to Sodermzan which he could have misunderstood since
the Bureau's cablegran to West advising that the request
had been received too late to indicate that the Bureau's
eptnien had been requested, wos not sent until the evening
of June 20, prior to which West hed left the conference for
Le Havre.
Subsequent to the transxission of the Bureau's letter
to Louwage which also carried a copy for Duclouz, Vest
conferred with Duclouz and Mepote. He advised then ef
the manner in which the twe "honorary consultants" had
been named and stated that tt was obvious that both
Duclouz and Wepote were deeply chagrined. Duclouz, at
that time, apparently did not recall the facts tee
clearly and West, therefore, briefly reviewed then for
him. MHepote then reminded Duclour that the naming of
these men was exclusively Soderman's idea and Duclour
expressed profound regret over the manner ta which this
matter had been handled by the Commission. He further
stated that he knew Frestdent Louwage would feel the sane
way about it.
