BACKGROUND: As you will recall, under date of July 18, 1950, « letter was directed to President Louwage advising him that the Bureas was terminating tts membership in the ICPC as of December 31, 1950, the end of the present paid-up membershtp yeare President Louwage has now written the Bureau setting forth what he considers to be his answers to tie reasons why the Bureau is terminating its membership and expressing his hepe that the Director will change his decision or at least hold it in abeyance until Louwage has a chance ~ to talk to hin.
