American police agenctes made through the Bureau which
was the legally designated ICPC menber for the United
States. Duclour and MWepote, however, continued contacting .
other agencies when they felt tt was to their advantage.
This was particularly due tc the desire of the ICcPC
officers to remain in the good graces of the Secret
Service and to establish close relations with the Narcotics
Bureau. Many of these difficulties arose, of course, ;

As for as Mr. Louwage's offer to consult the Bureeu
regarding ICPC cooperation with the United Nations ts
concerned, it is felt that this point is irrelevant a8
the Bureau raised no question concerning this matter since
our arrangement was purely that of liaison between ICPC
and the United Mations.
