You will recall that the Irgun Zvai Leumi is an extrene rightist orgenization. Its members in the past have been acoused of numerous terrorist acts, especially against the British who formerly exercised a— _ mendate over Palestine. On numerous past occasions the Bureau has conducted - investigations concerning members of the Irgun Zvai Leumi who have entered the United States. For the most part these investigations have been in the nature of a Registration Act case. last year Menachem Beigin, the former ~ head of the Irgun Zvai Leumi, was in this country. Mr. Beigin presently - heads the political party in Israel mown as Tenuat Hacherut. This party is not in power but represents one of the major opposition parties to the Mapai, the party of the present IsraeliPromier, David Ben-Gurion. When the State Department was advised that Beigin desired to enter the country = last year, the matter was given careful consideration. It was finally decided to admit him in view of the fact that he headed a political party which might very well some day come into power in Israel. The State Department felt that the United States Government could not put itself in the position of having refused admittance to this country of an individual who may well become the Fremier of Israel.
