Mr. Haver advised that all the New York papers are carrying 4 story concerning the plen; that due to the publicity, the other atates will probably try a Similiar plan, and if it were recognized that the Bureau was helping to develope the present plan, the other states would probably look to the Bureau fer advice if they chose a similiar plan, and it would not be set / down as purely an activity of the local authorities —_—
