Mr. Quinn and Mr. Hoover. -4- 3/16/35
the Bureau should get into the case if possible and get an indictment
egeinst the subject as a fugitive under the Federal Fugitive Act. Mr.
Quinn stated that he would lock into the matter further before a reply
was sent to the telegram from the Chief of Vetectives. Mr. Hoover suggested
that Mr. Quinn inquire of Mr. Tamm regarding the Federal Angle of this
case as it was Mr, Hoover's recollection that Mr.Tamm had locked the
matter up some time ago when the papers were playing the case up and
inquiring why the Federal government had not taken a hand in it. Mr. Quinn
stated that if they found out that it did happen before the Fugitive Act,
they would prepare a wire along the lines indicated by the Director; and
if any further question arose he, Mr. Quinn, would call the Director on it.
Mr. Hoover stated that if Mr. Waldrop or anyone asked what he was
doing in New York, Mr. Quinn should evade any direct answer and if he were
asked if the Director were up there on the raid mattera being staged by
the Treasury Department, Mr. Quimn should reply that he had no comment to
make,

Mr. Hoover instructed Mr. Brantley that he should
endeavor to handle the matter very delicately and carefully; particularily
with reference to Hamer, who will probably want to dominate the seene; that
Hamer is very suspicious and critical, but thoroughly fearless and honest
according to Gus Jones’ observations. Mr. Hoover stated that after Hamer
leerns that Mr. Brantley is on the same job he will undoubtedly seek Mr.
Brantley out; that Mr. Brantley's position should be that we will take
anything Hamer offers to give us, but we will not give him anything; that
he should be handied with diplomacy; that this assignment should be handled
in the same manner that the Dillinger and Bremer assignments in Chicago
are being handled, as a special assignment out of Washington; further that
Mr. Hoover desired the job to be done quietly and effectively without regard
to local authorities, unless we need their assistance, but that Mr. Hoover
desired to/tbe job without their aid if possible, due to the jealousy and
dishonesty of the local agencies. Mr. Hoower also stated that he wanted
the job done in a vigorous manner; that he did not want any delayed action;
that Mr. Brantley hed charge of the case and wes not to take orders from
any of the SACs in whose districts he night work: and that he should call on
them any time for assistance when it was needed; that he should wire or phone
in each day any of the developments.
Mr. Brantley stated that he thought they would be stationed
at Dallas for the moment; that he would like to have Agent Frank Smith included
in the squad. Mr. Hoover stated that it would be alright to include Agent Sm_th
