MEMORANDUM
Mr. Tolson telephoned from New York City and talked to Mr
Quinn, Mr. Tolson stated that Mr. C. Sf Baker, President of f the
#George Washington Alumi Association, called him Saturdey end expressed
ap the desire to come in Monday and see Mr. Hoover with the President of
_ the Rotarians; that they want to invite Mr. Hoover to make a speech

5 ~* instructed Mr. Quinn to call Mr. Baker tomorrow and tell him that Mr.

Tolson had asked him, Mr. Quinn,to call and say that unfortunately
Mr. Hoover and Mr. Tolson would not be in Washington on Monday, and
accordingly Mr. Baker may want to wait a day or two until Mr. Hoover

and Mr. . Tolson return to o Washington; that he, Mr. Tolson, will be glad to
eall him and make an appointment for him to see Mr. Hoover.
Mr. Tolson further stated thet on Saturday he talked to Colonel
: Aiancoin, head of the#ililitery Intelligence Division of the War Depart—
a ment; that he invited Colonel to come to the Bureau on Tuesday at 10:30A.M.
F ( to see the Bureau and Mr. Hoover. Mr. Tolson instructed Mr. Quinn to call
; Colonel Lincoln tomorrow morning and tell him that Mr. Hoover does not
('~.{ expect to be in Washington on Tuesdey morning; thet Mr. Quinn should tell
s “ him that he would be very glad to show him through the Bureau if he wants
to come over at that time; that if Colonel Lincoln wants to wait mtil
Mr, Hoover and Mr, Tolson return, Mr. Tolson will be glad to call him
earlier in the week. Mr. Tolson atated that he spoke to Colonel Lincoln
about Mr. Hoover's commission, having in mind that Mr. Hoover might be
able to get a colonelcy; that Colonel Lincoln seems to be very much
turb because they were going in theavy Intelligence; that Colonel
Lincoln indicated that he wanted. to
