Mr. Tamm advised Mr. Hoover in New York, by telephone, that he - —-
hed talked with Mr. Guinane last night cbout the sterilization statement, and
he detiies he made any such statement, and sent us a night letter lest night
stating that B. C.gYates of the|San Francisco Examiner inquired if we were
assisting in the ifvestigation, ‘to which Mr. Tamm definitely stated that we
were not; that to his inquiry whether we intended to investigate the matter
Mr. Tamm replied that no complaint had been made to this office, and no in-
vestigation would be made unless definite information was furnished this of-
fice indicating a violation of the WSTA. Mr. Tamm states he asked him to
trace back on the matter in an effort to determine where the story eminated
and try to stop that sort of thing out there, but Mr. Guinane states very
euphatically he did not make any such statement.

Mr. Tamm advised Mr. Hoover further that one of the jurors on the “es
County Grand Jury investigating alleged scandal on that metter, came to Mr.
Guinane end asked if we would gdve them some assistance, and Mr. Guinane told
him he could not 4nd would not take any action uniess they brought in prima
facie evidence of a violation of the «STA or some other Federal Statute with~
in our jurisdiction; that Mr. Guinane made this very emphatic, and told them '
_ that if they wanted assistance in the investigation of local crimes, they
should get in touch with the State Bureau in California. Mr. Tamm repeated
thet Mr. Guinene stated emphatically thet he did not make any statement to
the press thet we were going to do this at all; in fact, the only man he talked
aj to at all was Yates. Mr. Hoover inquired what paper it appeared in, and Mr.
cm stated in the Herald - a Universal Service story. Mr. Hoover asked if

Mr, Guinane did not kmow if it did. Mr. Hoover said if it was carried as a
Francisco bulletin, Mr. Guinene should go to see the City Editor and tell
he would like to know vhat the article is predicated on, as it is an
bsolute lie. Mr. Tamm stated that Mr. Guinane said that Yates of the Ex-
gminer is the only one who esked him about it, and he is going to get in
touch with Yates and get « story from him as to what he did with the informa-—
tion which he, Guinsne, furnished Yates. Mr. Hoover stated that there mst
be some ambiguity upon the part of the SAC (Guinane)handling such matters, as
he gets constantly quoted. Mr. Tamm remarked that it ig strange that Guinane
