go to the extent of asking the Dupont people not to manufacture this bullet, as
he understood from Ir. Harvey that the Dupont Company would either manufacture the
bullet for us or would restrain from the sanufacture of it if we desired. Er.
Hoover instructed Mr. Quinn to prepare a ‘sémorandum for the Attorney General,

further advise him that the Dupost Compely has offered to manufacture it Tor our a

the Attorney should be advised that the Director bas been asked about it
and would like to have the Attorney General's opinion on this matter. Mr. Moover
instrocted that this memo be prepared for his signature and held wtil his return.
