By memo 12/37/87, Mr. Andretta of the Department forwarded eee
a copy of a letter he wrote 12/37/57 to Sefretary Dulles requesting the nanigs
of former Assistant to the Director L. Nichols and former Special Agdat Ge
JAStarr be included in a bill to authorize their acc eptance of certain foreign
now in State Department custody.

Decorations conferred upon Federal employees by foreign Givernments
are held by the State Department unti! that Department is authorized:hy Act af Con-
gress to deliver the decorations to the individual. The State Dep ent usually
holds the decorations until the individual retires from the service. A Prggifential
Directive requires the Secretary of State to prepare for submission be the Second
Session of each alternate Congress an Omnibus Bill authorizing retired personne!
to accept the decorations in question. Such a bill will be presented to the current
session of Congress.
In addition to decorations for Mr. Niebols gn Mr. Starr, the Department
of State ig also holding decoratjons for the Director Sea and Special Agents
Clark Df Anderson, Joseph BAGarcia, Henry C Johnso d Howard yw Winter.
Mr. Nichols, who just recently retir A would receive the Cross of Taxiarch
of our Order of the Phoenix. Mr. Nichols was advised of this honor by letter from
the Ambassador of Greece, 12/10/51, stating that upon recommendation of the Greek
Embassy in Washington, D. C., King Paul I of G ¥ 5
upon Mr. Nichols.
