and 1528 K Street N.W., Washington, D. C.), as well as any other prior
addresses which must be shown to! logically complete this phase of the
investigation,
6, Following the file review by auxiliary offices which have
conducted prior investigation in this matter, leads suggested by that
review should be set forth and immediately covered and reported, Where
doubt exists as to the advisability of covering such leads, they
should be referred to the Bureau ‘and New York for consideration. A
recapitulation of all leads still pending in auxiliary offices should be
set forth by each office in the next investigative report submitted by
that office.
7, ALL interviews conducted must be exhaustive and must not
‘be confined to the mere coverage of the leads involved, Each interview
must develop all information in the possession of the person interviewed
regarding all of his knowledge of the activities and associates of ALGER
HISS,

In conducting investigation in this matter, it should be
borne in mind that ALGER, HISS has stated that he was never in contact
with JAY DAVID WHITTAKER CHAMBERS after January 1, 1937, ny informa-
tion which would place HISS and CHAMBERS together after January, 1937
and which could be definitely corroborated from independent sources other
than CHAMBERS would automatically prove one count of the perjury indict
ment against HISS.
8, In conducting investigation in connection with the Woodstock
typewriter, all Agents should be alert to obtain additional specimens
from this machine, It will be recalled that the last specimen obtained
while the machine was in the possession of HISS was dated in May, 1937.
Specimens dated subsequent to January, 1938 would be of great significance
in the retrial of this matter if they can~be identified as proparéd on the
HISS machine while it was still in the possession of the HISS family.
In the immediate future, specific, detailed leads will be set
forth for the various auxiliary offices, The investigation requested must
be immediately conducted and submitted by teletype summary; a comprehensive
report should follow teletype summary,
