Bureau files reflect we previously did a name check on captioned
individual. Shortly thereafter, Marvin Watson called me and stated the President
-, desired a full field investigation conducted immediately. He added that the
oy | President planned to go ahead and name Chancellor as Director of the Voice of
a America without waiting for the full field investigation to be completed. . Watson
told me that the President was satisfied on the basis of the name check and that
the President had personally known Chancellor for years, consequently there was
no need to wait for completion of the full field investigation.
I told Watson that the President was needlessly going out on a limb
and that it was dangerous business to announce an appointment without having the
- benefit of a full field investigation. Watson stated that the President was adamant
ae: in his views and that he would nat wait. A memorandum is in the file reflecting
this conversation.
- The Director transmitted to Watson by letter dated August 6, 1965,
delivered the same date, the results of the full field investigation on Chancellor.
the arrests, 3/27/49 and 8/13/49, reflect charges of drunkenness. Of these
arrests, one disposition indicated “discharged" and the second disposition indicated
“bond forfeiture." The third and fourth arrests, 2/11/51 and 5/10/5I}-refleet- --.
charges of "disorderly conduct." Chancellor was found on the roof of local hotel
in one of these arrests and the disposition was "discharged." Inthe fourth and
final arrest, Chancellor was found on a fire escape of an apartment building.:
There was no additional information concerning this latter arrest. While there 1]
was no substantive information to indicate homosexuality, it would appear that. 1-7
Chancellor could have been a “peeping tom." One homosexual indicated.to the .“ -
