. 1 swggested to Watson that John Macy, who was present, and [ sit down
_and review this'file and draw up-an analysis for the President. Watson agreed and
“Stated this would be sufficient. He asked that we have this analysis prepared by 5:15
p.m.-that day, 8/11/65. Macy and I retired to Macy's office and then prepared a brief
4-paragraph memorandum reflecting that we had thoroughly reviewed Chancellor's file
and that while there had been 4 different arrests. of Chancellor there appeared to be
nothing of a subversive nature in the file and there was no substantial proof of homo-
sexuality; however, there had been 2 arrests involving possible immorality. Macy
tated that in his opinion there was no reason to question Chancellor’s background as a
result of the investigation. _ a :
eye Watson indicated satisfaction with the above-mentioned ‘analysis and
placed the Chancellor file on the President's desk. Watson then reminded me that the -
President desired to know as expeditiously as possible the results of the inquiry regard-
ing the alleged "tip off” made to the QB at U. S. Information Agency by
FBI personnel. I told Watson this would be handled today, 8/11/65. .
When the Director inquired telephonically as to the reasons for my being
called to the White House, I furnished him the above facts. Hs instructed that this
inquiry be conducted on an expeditious basis and that he should be advised as to the
results of the inquiry. .

Upon leaving the White House, Watson asked Macy upon what authority

taken when Chancellor submitted his Form 86 in connection with the Federal Employees
Security Program. I told Watson that the Form, upon receipt at the FBI, would-be
stamped "No subversive derogatory information.‘ I told him with respect to the
} criminal type information on Chancellor that this would not be released unless the
| White House gave its permission. Watson stated that this file was being sealed and
