MEMORANDUM FOR THE DIRECTOR
FEDERAL BUREAU OF INVESTIGATION
Attached is a memorandum dated July 20, 1945, from
Assistant Attorney General Berge, which I have approved,
recommending a full and oomplets investigation into
charges that John IG Lewis, Kay Edmundson, and Waiter J.
Janes, offipiais of “the United Mine Workers of America,
ard Carl Hy Elshoff, owner of Mine "B", Springfield,
Illinois, conspired during the years 1937 to 1941, in
violation of Section 51, Title 18, United States Code,
to injure and oppress Elshoff's employees in the free
exercise of the rights secured to them by the Rational
Labor Relations Act,
Also attached ig @ memorandum from ir. Berge dated
July 24, 1943, which outlines the scope of the inveati gs
tion and the precise inquiries desired.
Mr, Berge points out that the statute of limitations
will probably have rum against the alleged offense sometime
in Merch 1944. This fact, and the oharacter of the case,
require that this investigation be given priority.
