MEMORANDUM FOR SPECIAL AGENT IK CHARGE D. M. LADD;
IN RE: F, 8. ALLEN
SPECIAL AGENT.
In compliance with your instructions I interviewed Mr.
Charles Shank of 405 Commercial Street at Danville, Iliinoie, who ad-
vieed in connection with the information supplied by him concerning the
elieged present whereabouts of Charles Arthur Fioyd, with aliases, I. 0.
1194, thet the wire he had forwarded to the Director in connection with

In further explanstion thereof, Mr. Shank advised thet shen
Charlies Arthur Floyd wee first noticed by him upon the streets of Danville,
Tllinois, he,being someshat leery of the honesty and integrity of the local
police department, communicated with the U. S. Marshal's office at Dan-
ville relative to the manner in which he could get in touch with a repre-
sentative of this Division. Mr. Shank was advised that Special Agent F. W.
Allen was, most of the time, in Danville, and could be located at the Plaza
Hotel. In view of this Mr. Shank ealled at the Plaza Hotel and left wrd
to the effect that Agent Allen abould get in touch with him. Mr. Shank also
etated that he had inquired of Chief of Police Freeman at Danville concern~
ing the manner in which he could contact a representative of thie Division.
At a result of the above, Special Agent Allen, the exact date
not recelled by Mr. Shank, cealleé upon the latter, at which time be intro-
duced himself ae a special agent of the Division of Investigation, U. 8. De-
pertment of Justice, but did not display any credentials or other identify-
ing documents. Mr. Shank then stated that he, in much detail, supplied
Agent Alien with the information to the effect that Charles irthur Floyd bad
been in Danville, Illinois, as well as the circumstances surrounding the
latter's presence at that point. During this discussion, according to Mr.
Sherk, agent Allen displayed a considerable lack of interest therein, ap~-
pearing to be “obstinate” and further stated “I don't suppose you wuld
mow him if you saw him on the street?"
According to Mr. Shank, he had previously deacribed Charles
Arthur Floyd in detail to Special Agent Allen, and had also advised that he,
Shank, himself had served seven and « half months time in the Lucas County
Jail, Luces County, Chico, with Charles Arthur Floyd, who wae known to hin
under the name of Frank Mitchell. Mr. Shank aleo stated that he resided
in the same cell reem with Charles arthur Floyd, shich room was approximate-
ly six by eight feet in size. Mr. Shenk then stated that he was comewhet
insulted when Special agent Allen made the last quoted remark.
