Mr. Shank further steted that Charles arthur Floyd was in
Denville, Illinois at the time he forwarded his wire to the Director of - .
thie Diviaion, but inammch as he, Mr. Shank, had little faith in the local
law enforcanent agencies, he could do nothing about the matter.
During further discussion with Mr. Shank, the latter stated
thet he did not think the attitude of agent Allen was solely due to the Jat-
ter's ow mind, adding that it was bie opinion thet dgent Allen head been
Sliabtly influenced by State Trooper Rumbaugh and also Mr. Burline, Secretary
to the Chief of Folice et Danville, with whem Agent Allen "ran eround with"
considerably.
Mr. Shank further stated that it was hie opinion that after
he had supplied Agent Allen, tho was accompanied by Mr. Burline, with this
i4nformation, that the letter advised Agent Alien thet the statements of
him (Mr. Shank) should be discounted considerably, inasmuch es be, Mr. Shank,
Was a @x-convict, ete.
Mr. Shank then stated that 1¢ was true that he was a ex-con .
vict, but added thet no one had ever lived a more honest life than he had
since his release from prison, stating that the main reason for him report-
ing this matter to thia Division was thet he did not desire to have Charles
arthur Floyd apprehended at hie, Shank's, bome, in the absence of any ine ~
formation mupplied law enforcement agencies by him to the effect that Charles
arthur Floyd was frequenting Denville, Illincia, it being obvious that the
officers finally effecting the epprehension of Fioyd would implicate hin,
Shank, as a member of Floyd's gang.
Mr. Shank further etated that he had dlacussed this matter
in detail with Chief of Police Freeman, the discussion consuming approximately
one end a half houre tine at the Chief's residence, after which he, Shenk,
believes that Freacnen is very honest and reliable. During this discussion
Chief of Police Freeman advised Mr. Shank that in the event he received fur-
ther information he should comminicate with no one in the Police Department
except Chief Freeman.

from which office proper instructions would be issued in connection with thie
matter.
