Reference is had to long-distance telephone communications between
the writer end the late Mr. Vincent Hughes of the Division during the week
beginning January 8, relative to the proposition being made for the surrende:

On Jenuery 7, Informant myn at Hot Springs called 1 ins by phone and
reminded me of the previous conversation he had had with me about Ooto- -
ber 30, 1933 reletive to the possible surrender of Richard Tallman Galatas.
His eprerent Rasfre was to know whether Galetes could sefely surrender .
to answer the rederal indictment pending against him at Kanaas City withe
out his being tried for murder. I informed "a" that I would endeavor to
furnish hix this information by the following Wednesday, January 10, ani.
on that date did advise him that after conferring with the Director of the
Division, was edviged that should Galatas surrender unconditionally within |
48 hours, he would have the guarantee of being safely conducted to Kansas -_
City, that otherwise, he would remain a fugitive at his own risk. Inform
