CV 98-2240 (2) be very active in directing the group, He noted that the ; majority of persons in the crowd were onlookers and that - there was only a very small gxyoup, possibly 10 to 20 persons, who were actually attempting to break windows in the RoTC building or set it on fire. ; advised he had cbserved another young white. male, who he could not otherwise describe, with what appeared to be a flare, and this person was in the southeast corner of the building. He noted that the individuals who had attemptcd to set fire to the ROTC building had keen trying to do this with matches and had set some of the Graves on fie. He commented that at about this time, the activities of the group attempting to set fire to the buildine hed been interrupted when someone in the crowd had spotted c young man with a canera. The activity then centered on this person and they began to beat him and take his canera and filn ray Lroia him. Ue descrined one of the persons enuaged in this activity to be a white male, about 22-23 years of ace, foacinag _tight bluc 6' tall, 175 pounds, having reddish bioud bushy hair, an American Flag as a hesdband and ares sea in dungarees und wearing cheap white a gadvased the ROYC building was not burning at thac™tmic, but he had scen what appeared to be a licht inside the building and had asked the porson next to him if the building was on fire, This individual had replicd that At was not, but thut a flare was burning inside the building. It is his opinion that a flare had not started the fire that caused the ROTC building to burn. stated that very soon after this activity, the Kent Fr Penartrmont had arrived and hed placed their equipment on the opposite side of the crowd, which was assembled on the Comnons,. c He suid he did not see all of the activity in © connection with the firemen, but a portion of the crowd had pulley earyt of the fire hose out on to the Conmons erea and the hose had boen cut.
