This is evident by the aduunistrotive staff in provid- ing a forum and available facittties for every “radical group’” that comes alene and the “speakers” ihat they bring to the carpus. [L has been the paticy of Kent State Universily ta routinely grant official recognition to every group ihat makes appliretion, The few conditions that have beven imposed are meaningiess and we have been unable to find a single instance where recagcition fas been refased. This is the procedure by which the Students far a Democru- tic Society. Young Socialist Alliance. Red Guard. Student Religious Literals, and viher groups who advocate violence and disruption were granted recognition. Provisianal recog- nition is automatic upon fine. During the period that is required lo process the application. the organization is per- mitted to the same use of the University facilities that it has when fuliv recoinized. No distinction is made between ordinary student organizations whose objectives are related to lepitimnate activities on campus and the politically active organizations whose membership openly advocates revolu- ion and anarchy. Once temporary or permanent Tecogni- tion is pranted the organization inay sponsor speakers from off campus and have the use of University facilities and equipment for that purpose. Tt was in this manner that Jerry itubin was brouphi to the campus ia April, Wd, by the Student Religious Liberals. The inflammatory speech given by Mr. Rubin was so interspersed with vulgarity and obscenity that it could not be reported by the local hews nicdia. A further example of what we coisider an over-em- phasis on dissent can be found in the classrecms of some members of the University tacuitvy. The fsculty members to Whom we refer teach nothing but the necative side of our institutions of guverninent and refuse to acknoaledge that anv positive guod has resulted during the growth of our nation. They devote their entire ciass pericds to urg- ing their students to epenty oppose our institutions of governinent even to the point where one student wha dared to defend the American tiag was ridiculed by his professor before his classmates. | We du not mean to sugges! that these faculty members represent a majority of the faculty at Kent Stare Univer- sity. To the contrary, we suspect that they form a smati minority of the total facutiy. bat this dees not mean that their presence should be ipaored, ‘fhe ravst discouravinu aspect of the Mniversity’s role in the incidents whieh have been the subject of our investi gation is that the acministrative jeadership has totally failed to benefit front past events. On Wed- onesify, October 7, 1970. the Youth International Party, mare commonly known as (he “WIEPPIES. applied for and were granted permission from the Usiversity lo use its auditorium. The request for use of the University facilities Was granted in the customary routine manner with no ap- parent inlerest in the purpase of the gidhering. The meet- ing was later billed as a “Yippie Open Smoker’ and was attended by -some 250 persons. The agenda consisted of several speakers whn exhorted in the urnal obscene rhetoric with the customary demands to free Robby Scale, remove La moa ae ret = - +’ seo. On October 12th. the “YIPPIES’ scheduled a sect mecting at the Aucitoriunt which was supposed in sa manner to relate te the activities of this Grand Jy Again, on October 14. 1970. the same “YIPPIE” er scheduled a swoon rally oa the Commons. Neither of th events altrected move than a handful of spectators | this is ta the credit of the student body. What distu us is that any such group of intellectuab and social on fits should be afforded the opportunity toa disrupt the fairs of a tnajor oniversity to the detriment of the sv majority of the students enrolled there. Serle i ne CONCLUSION The members of this Special Grand Jury find that the conditions that led to the May tragedy still exist iS apparent that an apathetic university conuounily allowed a vocal minority to seize conten) of the univer campus. This will continue until such time as the ett: university adniimistraution, facuity and students take strong stand against the radical element bent on viote The time has come to detach from university sac those who persist in violent behavior. Expel the tro thakers without fear or favor. Evict from the campus persons dent on disorder. This Grand Jury lias in this report been critical of } State University. but let no one assume that we do consider ihe University a valued part of our comaen it is our hope that out of this chaos will emerge order purpose.
