“In September, 1961, one Herbert Lee, a Negro who nadze

quarreled over a debt and Lee advanced toward Hurst with a tire

requested investigation of an allegation that Louis Allen had
been. beaten by a Deputy Sheriff for having previously stated
that Lee was shot without provocation.
