Garvey's success in the British West Indies was moderate, but moderateness did not satisfy his ambitions, so on March 28, 1916,| he came to the United States where he established himself in the Harlem section of New York City. Garvey, who was referred to as the “Black Moses," described himself as the Messiah of the Black People throughout the world and made many inflammatory attacks on the white race and the treatment it afforded the Negro. In July 1918, Garvey published a constitution and bylaws, and on October 23, 1921, his organization was incorporated in the State of New York under the name Universal Negro Improvement Association. In this country membership centered in New York, Detroit, Cleveland, Pittsburgh, Philadelphia, New Orleans, Norfolk, Tampa, Savannah,and Indianapolis. In 1920,Garvey dispatched a delegation of Negroes to Liberia to procure lands and other facilities for the purpose of resettling the American Negroes; however, the delegation was rejected by the Liberian Government. -ll-
