f conferred with ROBERT"ROCKMORE, Attorney for PAUL ROBESON, concerning con-
tributions made to the COUNCIL by ROBESON.
ROBESON contributed in 1941, §1,000 to the COUNCIL. In addition 6 this
egntribution, ROCKMORE advised YERGAN that ROBESON had contributed in
41, $500 to the -WEGRO YOUTH CONGRESS indirectly through a Mrs ,s+BOURD

ROCKMORE further advised TERGAN that these two contributions
Were taken by ROBESGN as a deduction on his 1941 Income Tax Hetum, The
deduction was allowed by the New York Office of the Collector of Internal
Revenue, bat ROCKMORE advised YERGAN that he had been informed confiden-
tially that the deduction was not going to be allowed in Washington, and
that in all probability it would cost PAUL ROBESON a $1,000 in taxes and KO
penalties.
ROCKMORE said he had been advised mofficially of the fact that
the deduction would not be allowed. He further advi sed YERGAN that he
wanted to Might the decision which would be handed dom by the Collector

of Internal Revenue at Washington, but that he did not desire to fight
this decision if 1t would embarrass the COUNCIL ON AFRICAN AFFAIRS,
YERGAN advised ROCKMORE that he did not believe that ROBESON
would be entitled to a deduction for the contribution made to the NEGRO
YOUTH CONGRESS inasmuch as it was not a religious nor educational organ-
ization, YERGAN further advised ROCKMORE that the COUNCIL ON AFRICAN
AFFAIRS had a letter from the Collector of Internal Revenve which stated _
that the incoma of the COUNCIL was exempt from taxation.
