Rockville, Maryland, Premkumar A. Walekar was shot and killed while pumping gasoline. This occurred at a Mobil gas station. At approximately 8:37 a.m., on that date, Sarah Ramos was shot and killed while seated at a shopping plaza parking lot bench near a Michael’s Crafts store located at 3701 Rossmoor Boulevard in Silver Spring, Maryland. At approximately 9:58 a.m., on that date, Lori Lewis Rivera, was shot and killed while vacuuming her van at 10515 Connecticut Avenue, Kensington, Maryland. This occurred at a Shell gas station. At approximately 9:20 p.m., on that date, Pascal Charlot was shot and killed at 7700 Georgia Avenue, Washington, D.C. On October 4, 2002, at approximately 2:30 p.m, a victim was shot at 3102 Plank Road, Fredericksburg, Virginia. This occurred in a parking lot at a Michael’s Craft Store. On October 7, 2002, at approximately 8:09 a.m., a victim was shot on the grounds of Benjamin Tasker Middle School located at 4901 Collington Avenue, Bowie, Maryland. On October 9, 2002, at 8:18 p.m., Dean Harold Myers was shot and killed while pumping gas at 7203 Sudley Road, Manassas, Virginia. This occurred at a Sunoco Gas Station. On October 11, 2002, at 9:30 am., Kenneth Bridges was shot and killed while pumping gas at 5326 Jefferson-Davis Highway, Fredericksburg, Virginia. On October 14, 2002 at approximately 9:25 p.m., Linda Franklin was shot and killed at 6210 Arlington Boulevard, Arlington, Virginia. This occurred in a Home Depot store parking lot, as she placed purchases in her vehicle. On October 19, 2002, at approximately 7:59 p.m., a man was shot in the parking lot of a Ponderosa restaurant while exiting after eating, located at 809 England Street, Ashland, Virginia. On October 22, 2002, at approximately 5:56 a.m., Conrad Johnson was shot and killed while standing in a Ride-On bus located on Grand Pre Road in Silver Spring, Maryland.” The investigation of these incidents is collectively referred to herein as the “sniper investigation.” There is evidence that links these shootings as related. In each incident, it appears that the shot was taken from a distance, rather than from a person immediately next to the victim. All of the Montgomery County shootings occurred in close geographic proximity to each other. In each of the shootings, except for the first three (including the store window shooting), recovered projectiles have been matched to one another by the ATF Crime Laboratory as having been fired from the same weapon. The ballistics evidence from the first three shootings did not permit comparison. Several of the shootings have taken place at locations close to exit ramps for major highways, suitable for interstate travelers to make quick stops before returning to interstate and local travel.
