We recognize road “shut downs” will only work once or twice before the media reports our tactics and or the suspect changes his “MO.” We expect if the shootings continue our operational tactics will also have to change. Our plans are a work in progress. They will be changed as necessary when additional information is received. Radio Discipline If a shooting occurs, a radio announcement will be made. This will be your key that emergency deployment instructions will follow. Do not start talking over the radio or on tact channel about a road closure. Simply listen the instructions of the JOC or a supervisor and immediately respond as you are directed. You are reminded not to use the tact-channel for idle chat. Use the radio only when necessary. All radio frequencies are being monitored by several different agencies and the media. Be concise. Do not accomplish your goal. Above all remember to turn off your repeater when more than two units are at the same location. tov 4017/02
