Mr. McCARTGY. lir. President, T

the letter, which reads as foiluws:
Tn the nuw.e than 4;

hus lever reversed the Department's aus
Judicatlog of q case,
In othér words, Mr, Acheson's man is
telling how good their board is because
it has never been reversed. In view of
. the faci that they have never found an
"individual unfit for service,
there could
_ never have been an appeal to the Lovaily
| Review Board, Thercfore, since there
Was never an eppeal, there could not
have been a reversal.
However, the Review Board has tha
power to take up a cate on pott audit
and indicate dissatisf.ction With the

hy of any eme
CONGRESSIONAL 2 ECORD—SENATE
case. That has been done time and time
again. Even though the Secretary says
this is not a reversal, AS an example of
such a case i invite the attention of the
Senate to the case of Service. Tinformed
the late unlamented Tydings commitica
that the Sprwise case had been post-
audited, sent back to the Loyaliv Board,
and that the Review Board said it was
handled so badly that it wanted to ccil
in an entirely new board and also asked
that Service be brought back from a key
spot in India. The State Department
immediately issued a press release or
called a press conference, I doen't recall
which, and announced that this was un-
true; thar McCarty was lying and that
Service’s case had not been ordered re-
opened. TI called the Deparimest and
told them unless they would issue a tree
statement of the facts, I would mcake
public the photostats of the Review
Board's reine, Within a Ralf an hovr
the State Sparbment miuystec oust
found that the Service case had ween
ordered reopened and so announceJ.
I merely mention it because it sheds
light on how much credit we can give
to the oficial statements from the State
Department. It would seein officials of
the Bepartment, who are, like Memors
of the Senate, servants of the people,
would hvve the decency and hancsty to
tell the American people the truih.
So much for that.
T should lhe te make it very clear as
Trefer ta the lovatty bourd of the S.ace
Department that Iam not referuig to
the Civil Eervice Commission's Loyalty
Review Esard. Tirat Bocrd, as we sil
know, Wax doing an extremely foul joo
until its head, Seth Riecnardron, was
promoted, and his place was taken ove
by former Fenatov Po. her, of Con-
necticut. I think Se.ator Pingtham is
dene the bert job anyone could do under
tie circumstances.

Mr. President, I very much dislike
bringing in the names of these individ-
uals, but I frankly do not think I nave
any other choice. I think, sa jong as uney
are pein’ given access to secrct material
and have been cMcially charfed, inat
they have no more right to have their
naines remnin secret than would sume-
one who might be charged with reckless

crime or misdemeanor,
I shall briefly run throuch the cases,
