During the discussion, I advised the Attorney General of RY our concern regarding disclosure of the FBI Manual of Instructions on to anyone outside the FBI. \ The Attorney General indicated he was willing to decline \ to furnish the manuals to Senator Kennedy and he may do So in person \ rather than by letter.
