On June 8, 1973, Assistant Attorney General Robert Dixon,
Office of Legal Counsel, advised me that the Attorney General testified
on June 5, 1973, before the Senate Committee on the Judiciary, ,
Subcommittee on Criminal Laws and Procedures, concerning the "Law WN
Enforcement Revenue Sharing Act of 1973.'' Senator Kennedy asked the
- Attorney General for access to the FBI's Manual of Instructions. The \
Attorney General answered in substance that he did not feel there would x
be any great problem in making such material available to Senator.
Kennedy subject to appropriate limitations as to further use of the
material. The Attorney General indicated to Senator Kennedy that in his NG
opinion the only basis for denying access to the Manual of Instructions would
be claim of executive privilege which he felt would not be warranted in this \ |
case. x
The Attorney General has a conference each morning at 9:00 a. m.o
' with Assistant Attorney General Dixon and at the conference immediately \o
following his testimony, the Attorney General asked Mr. Dixon to obtain
the Bureau's views concerning disclosure of the manual. Mr. Dixon
said there is a great deal of urgency in this request as he must furnish
a response to the Attorney General as soon as possible. Mr. Dixon
advised that he would like to have the opportunity to review the manuals
himself and to have them reviewed by his two Deputy Assistants, Leon
-Ulman; and Mary C. Lawton. a 4 — S575 Q-
