VICE PRESIDENT AGNEW - VICTIM Cherecters EXTORTION (Mailing of injurious articles, and defamatory terms and language on envelopes) Synopsis: determined that the envelopes contained several pieces of paper with writing on the paper directed to the FBI which was obscene On 1/6/71, the Cleveland FBI Office received under a cover letter from the U.S. Post Office, Cleveland, three dif- ferent envelopes, two of which were addressed to the FBI, one of which had no address, but bore several slogans. These | envelopes were opened at the FBI Office, Cleveland and it was and threatening. ‘The letters also contained the writer's expressed hatred for the FBI and the Federal Government. These letters also contained references to killing, of "President NIXON, Vice President AGNEW, and Director J. EDGAR HOOVER. On 1/ a letter was received by the Cleveland F OfFf£ice a letter, the writer identified herself as Cleveland. The writer admitted sending the knives ang the obscene and threate rs.and@ erivelopes to the FBI through the U.S. Mail. Te Tenses her letter by saying, "Please ‘hurry before the cha ] be murder." Investigation at Cleveland identifi as a Negro female, age[ | residing at Cleveland, The facts of this case were discussed with the USA, Cleveland, who then discussed the matter with the Department of Justice, Washington, D.C. It was decided by the Department of Justice and the USA, Cleveland that doula ke charged with violation of U.S. Code, Title 18, Section 1716 and 1718. Section 1716 refers to depositing in the U.S. Mail an injurious article, and Section 1718 refers to depositing in the U.S. Mail a letter upon the envelope and outside cover of which: were written terms and language of a. scurrilous and defamatory character, and a Bench Warrant was issued. wd OD This document contains neither recommendations nor concivsions of the FBI.
