and thereafter destroyed. In the field office, the SAC
maintained a record of approval, as a control device, in hie
office safe, and at the next yearly field office inspection,
an Inspector would review approvals to conduct surreptitious
entries. Upon completion of review, these records were then
destroyed. ,
In addition to surreptitous entries conducted in
matters concerning the security of the Nation, entries have
been conducted by the PBI for installation of electronic
@evices for interception of oral communications under authority
of a court order, and in accordance with Title III of the
_ Omnibus Crime Control and Safe Streets Act of 1968. Since
January 1, 1966, a total of 97 such entries has been conducted
by the F3I, all following passage of the Act.
If you desire, a separate listing of surreptitious
entries meeting the above criteria will be furnished your office.
Pursuant to your request, attached is a copy of a
memorandum from W. C. Sullivan to Mr, C. D. DeLoach, dated .
July 19, 1966, entitled "Black Bag’ Jobs"; memorandum of >
January 6, 1967, prepared by Director Hoover; and memorandum
from the Attorney General to Director, FBI, dated May 20, 1954. :
As information being furnished, in some instances,
concerns sensitive, on-going operations in the foreign
counterintelligence field, compromise of which would severely
affect our coverage of hostile intelligence services, it is
requested that the information be handled on a strict need~
to~know basis, .
