DETAILS CONTINUED:
indicated he would prefer to review the pertinent materials
in advance of any internal investigation by the Bureau.
Mr. Pottinger advised he did not wish to tell the Bureau
how or when to conduct an investigation into this area of
obvious interest to us, however, he did indicate he would
prefer to review the documents first.
On 4/23/76, Mr. William L, Gardner, Departmental
Attorney handling the Civil Rights Division's inquiry,
was advised of the discussion of Mr. Adams and Mr. Pottinger
and their Gecision that the Civil HLEaAtS Division would have
first review of the materials in question,
Mr. Pottinger agreed that on completion of the
Departmental review, our Inspection Division would institute
a review of instances of surreptitious entry as contained
in New York's SAC folders, specifically those entries falling
within the Statute of Limitations, In addition, Inspection
Division will attempt to resolve the question regarding the
basis for maintenance cf the SAC folders
