During the Executive Conference of June 9, 1950, Mr, Tolson stated that he was opposed to the use of any technique known to be illegal. Mr. Tolson believed that the Bureau's position in using such techniques was untenable and that the Bureau would have to answer to criticism for any illegal activities. The Director commented, "I have no other siternative as this is presented but to acree with Tolson."
