"The Cleveland Press", February 29, 1968, edition,
carried an article captioned, "STOKES Declares War on Motorcycle
Gangs", This article stated that Mayor CARL B. STOKES held a
meeting on February 29, 1968, with Chief of Police MICHAEL
BLACKWELL, Safety Director JOSEPH MC MANAMON, and Homicide
Chief DAVID KERR, At this meeting Mayor STOKES announced that
outlaw motorcycle gangs will be driven out of town. He
declared, "We're not going to let any terrorist gangs take
over. We will not let these heodlums be the cause of plunging
