ye SF 9A-2296 THE/d1c On 5/20-21/81, Attorney was generally advised telephonically that Supervisor was not qualified to render an opinion concerning the accuracy eed decoding of the Zodiac messages and that the documents wou e forwarded to the FBI Laboratory for analysis. indicated the documents had been reviewed by two private cryptanalysts who are “not. convinced" has, in fact, broken the code. . Further, was advised of the complaint received by Boston from and that this matter may be presented to the United States Attorney for an opinion regarding possible violations of the Federal Extortion Statute. then contacted telephonically and-tol that if he is responsible for the correspondence t he should immediately cease and desist, pointing out that it could jeopardize any investigation and he could OsSibly be subject to both civil and criminal penalties. did not specifically elicit or ask if he were responsible for the letters to state e is completely willing to discuss the entire matter with the FBI. Nome was characterized by Gap :: being very absorbed by the Zodiac Case, but certainly not a "nut" or in any way deranged. On 5/21/81 , contacted the San Francisco Office of the FBI and made arrangements for interview on the following day. During interview on 5/22/81 freely admitted sending material ut stated he had no intent to extort His motive was to elicit some response from in fact, the Zodiac. QD stated he was ges and felt extremely frustrated by the lack of response or follow-up by law enforcement agencies. Some of the material he sent to was in the Zodiac's own code system as he has deciphered it. He hopfed that would respond in some manner which would tend to prove or disprove his theories. After conclusion of that portion of the interview regarding a- possible violation of the Federal Extortion Statute QQ in the presence of an Agent familiar with codes and ciphers, advised as follows concerning his analysis of the Zodiac's messages: His analysis is based upon an assumption that the Zodiac killer is a very well educated but diabolical person without conscience. He does not concur with the opinions of many law enforcement personnel that the messages of the Zodiac are merely the manifestations of a deranged mind. He further believes the Zodiac is taunting law enforcement by revealing his identity in codes and Symbols which the Zodiac does not believe the police will be able to "break."
