On the morning of June 23, 1940, the body of a Negro
named Albert Villiams was found floating tn a river necr Browne-
ville, Tennessee. It appeared that prior to finding the body
certain Negroes had gone to the electton officials to inquire
about voting tn the 1940 elections.

proceed unless advised to the contrary. On June 29 a prelintnar
report was submitted and on July 11, 21940, the Department re-~
quested an Gctive investigation. In November of 1940, the

deemed necessary or practteal. Im December of that year the
Departuent advised no further investigation was necessary. Cn
January 23, 1942, the Attorney General's office advised the
U. S. Attorney to close the case. All Agents working on the
