He diacuased Army treatment of nagroes and pratsed the way tn which the Army and the entire "ederal Government treated negro people. Ke stated that iy this was not true of very many local agencies. Marshall added thet the colored people had more to lose should the Agta nations te victorious than did the white people. in general teras, he condemned sulversive organtzations ! of all kinds and warned the Negroes against them. !
