A summary memorandum regardins Marshall was prepared on
December 15, 1950. Marshali has been special counsel of the NAACP
gince at least 1946. Marshall, according te House Committee on
Un~American Activities (HCUA) and public source records, was
associated with Communist front organizations in the 1940's, Gs Ze,
National Lawyers Guild and International Jurisical Association.
Both organizations have been cited as Communist fronts by the HCUa,
although neither has been cited by the Attorney General pursuant
to Executive Order 104,50.
The HCUA in a 1944 report listed Marshall as a national ™~
committeeman of the International Juridical Association. The HCUA ~
in a report dated September 17, 1950, listed Marshall as Executive
Board eB60) of the National Lawyers "Guild as of December 19, 1949.
