A. B. Caldwell of the Department at 3:45 P. M. -thie~date Gandy
telephoned Washington Field Office and requested limited investigation at
Dallas, Texas, into allegations that Texas State Attorney General John Ben
Shepperd, accompanied by group of armed Texas Rangers, on 9/29/56, at
Tyler, Texas, picked uw unknown number of Negroes and traasported them
to Dallas for questioning in connection with their knowledge regarding a
pending civil action number 6165, in case of Bell vs. Ripy. SA James Huppert,
Washington Field Office, referred Caldweli's information to the Bureau.
Caldwell stated Thurgood Marshall, counsel for National
Association for the Advancement of Colored People (NAACP), called from
Dallas today stating the Negroes were transported from Tyler to Dallas
without subpoenas. Supervisor McGowan called Mr. Caldwell and determined
the Negroes invelved were students and according to Marshall the Rangers
took and held them at a place umknown to their attorneys for questioning re
the civil case.
Mr. Caldwell stated he had talked to Warren Olmey of the
Department who concurred with him, Caldwell, that limited investigation be
conducted as soen as possible. He requested Bureau interview Marshall
for identities of persons picked wp and transported by Rangers and all other
facts available, and that thereafter the individuals picked up be interviewed
to determine whether they were intimidated or forced to accompany officers
and other information available to them.
Foliowing a discussion by Supervisor McGowan with Mr. Rosen,
Duty Supervisor Carl W. Spillers talked to SA Paul Wuiff of the Dallas Office
and iustructed that Thurgood Marshall be immediately contacted and
iatervi@wed for all facts aad details re identity and number of Rangers
