Dear Mr. Clark: You will remember that sometime ago, I agreed “to bring to your\personal’ attention matters which affect Negroes in: conngétion with the Department of Justice. The Federal Bureau of Investigation has done a good job'on peonage in the South. With the exception of peonage, the record of the F.BeI, in| investigating cases involving Negroes has’ been notably one-sided. The inability of the F.B.I. to identify any members of the°lynch mob in the Monroe, Georgia, lynchings is the latest exemple of this. In the dis- turbance at Columbia, Tennessee, on February 25th and 26th of this year, it is reported that F.B.1. agents -were “sent. in. almost immediately and were supposed to _ have made a thorough and-complete investigation, yet, ‘. they weré- unable to. produce the name of a single in- dividual responsible for the acts. of violence and the destruction of the property of the Negroes in that _ towne , 7 7 In the past, the N.A.A.C.P, and other organiza~ tions have used inexperienced investigators who have usually been able to produce the names of the members of the mobs. ing:,.
