Allegation:
Facts:
Marshall. It was pointed out that an investigation, of this
case was conducted and reports submitted to the Criminal Di-
viston under the caption, "Ractal Violence, Columbia, Tennes-
see;z: Civil Rights and Domestic Violence. ". It was indi cated
that .at the conclusion of this investigation all of the facts
were presented, to.a Federal Grand Jury and at. the conclusion
of the testimony, the jury expressed the opinion that there.
had been no- violation of ony Federal. statute and further
‘commended the law enforcement. officers for thetr manner ef. handling
the situation.
"Minden, Lowi siana,Lynchings
Marshall, in his lettep to: the Attorney General On -
December .27, 1946, pointed out thet his organia getion.and other
organi zations have used tnexpertenced investigators who have
usually been able to produce the names of the members of the
mobs. In the Minden, Louistana, lynchings,. Marshall stated,
"the President of our New Crleans Branch, with no experience vo
as ai. investigator, — was able to produce the NAME S of members
of that mob.": .
Tt wtll be recalled that ‘this is the case. in which
Congressman Overton Brooks of Louisiana teok an interest. On
‘the evening of March 3, 1947, the Bureau recetved tngutries.
_ from the. press regarding. a statement tesued. by the Congressman
on the case in whtch he denounced the FBI.as a resuit oj the
-prosecutive action instituted in Louisiana, growing out of the
killing of John Cecii Jones on August 8, 1946, and the beating
of Albert Harris, dre, near “Minden, Louisiana. |
with reference to Marshall's allegotion, the Director
advi sed the Attorney General that reports of the investigation
- tn that case were forwarded to. the Griminal Division under the
caption, “Deputy. Sheriff Oscar Henry Haynes, Jr., et al; John
Cectl Jones ond Albert Harriss: Jt, - Victims; Civil Rights
and Domestic Violence.” This'case involved the release of two
Negroes by Deputy Sheriff Haynes. to a.mob of men who took them
out and’ severely beat them, as a result of which Jones died but
Harris survived. A number of eye witnesses, some of whom were
.Negrees, identified some of the members of the mob and one _
' Negro tnformant reported. what he believed to be a list of the .
, individuals involved but had ‘Ro evidence to substantiate his _-
