But the way they work it, they get local law enforcement agencies to do the bugging for them. So, if they want...uh...if they want a room bugged or a telephone tapped so0 that it won't be counted against them and have as a black on them, they'll get the local FRI supervisors usually on good terms with some local law enforcement agency, and they'll get them to do the bugging or the tapping and turn the information over to the FBI.
